Crazy polygons!

I've looked all over and can't seem to find the answer to my problem, so I thought maybe someone on here could help. Recently, two games, World of Tanks and Star Trek Online, have begun having strange glitches that appear to be stretched polygons or something similar.

I didn't change any of my graphics settings in-game before this began, and I am 99% sure I did nothing to my ATI driver's settings. My specs are:

64-Bit HP Pavilion dv7 Notebook PC
Intel Core i5 CPU M 450 @ 2.40Ghz, 2400 Mhz, 2 Cores
4GB RAM
ATI Mobility Radeon HD 5470

    Are you running directx9 or 11? I ask because folks here have reported problems with v11. May want to try stepping down to 9 and see if that helps.

    Tried both, no luck. I'm afraid this may have something to do with my drivers, but I can't download the updates I think i need because AMD's website is down.

    Simply an unstable GPU. Could be anything. Video memory crappy, GPU not properly calculating which mostly occurs at overclocked settings or too high temperatures...
