Yesterday I ran pvp. One to one. Me as Sci Orion in Bortasqu against an Eng Human from fed in oddy. It was a really long fight. We fought for 20 minutes (I was tired).
2 times he used something which cut off all of my weapons and my shield.
When he was 10%. Suddenly an Fleet Escort (hermes class) appear. I don't know where it came from. A third time he cut off my weapon and my shield. At this moment, because no shield (I wasn't able to restore my shield and my weapon). The oddy and the fleet escort shoot me.
I'm really surprised about 3 things.
Firts. I'm not sure the guy has photonic fleet as ability. Because only one fleet escort appears. Then, where this fleet escort is come from? It's not photonic fleet. I remind the escort with oddy is not like this.
Second. It was really hard to break his hull. His shield was soso~~ But his hull...
Third. When I used beta pattern a green circle appears on his ship. What is this green circle?
Today it's the revenge. 2 second fight to know who will win.
Could you help me to set my bortasqu, please. Even though I will not win. I don't want he wins

Attack Pattern Beta also creates some SFX on your target that represents the debuff you put o nthe target. But I seem to remember it being reddish, not green, but maybe it's different for KDF APBs? I don't remember right now.
It can be a good idea to experiment with some powers you haven't used before and get used to their SFX, then it's easier to identify them. Also look for the buff icons used for them, they'll also be helpful when you target an enemy and wonder what is holding him together.
The Assimilated/Borg Set is pretty solid and easier to grind then the other STF sets. You can go with some other shields (Maybe some Covariants or something from the other STF sets) if you also pick up the Assimilated Console from the Assimilation mission. The Assimilated set gives you two free self-activating heals (one hull, one shield). I tend to think it may still be the best set of all.
20 minute duel with an Oddity before popping makes you the worst KDF in PvP? You did well. The Bortasqu and the Oddity are a very even match. You favor DPS slightly and his ship favors defense. With such evely opposed ships timing becomes more critical.
You do not come off like a new PvPer. But there are always the basics. Are all your energy weapons the same? Are you using the right tactical consoles to boost your weapons power output? Are you modulating your subsytems power or using batteries to augment what you need at the moment? That career is your toon? What version of the Bortasqu are you using? What is your BO layout? Are you redistributing your shield power? did you key bind redistribute shields to your space bar, or whatever key you use to fire off your energy weapons)? Stuff like that will help target where your build could use a tweak.
as for his hull Neutronium plating could do that. Put two to three of the best Neutronium consoles you can get on your ship to reproduce the effect for yourself.
I recommend the Borg set from STFs with a Klingon Honor Guard shield or the upgraded Reman prototype shield from the shuttle event. Get as many Shield Distribution DOFFs as you can afford and get used to hitting the "Brace for Impact" power to get the most out of those DOFFs.
As for you losing power a couple times I bet they were using phasers. The phaser proc is a little bugged and goes off a little too often of late.
Be sure to watch the space under the target description. It will let you know what debuffs you have on them and what buffs they have going on for themselves. Use that to help time your strong attacks and defenses.
Oh and like Mustrum said have to EP2S ones on hand. Use this guide, http://denkbassin.de/sto/ to help you set up shield redistribution and EP2S to run off your space bar. Set your torps, if you use them that is, to fire independent of the space bar so you can use them when torps matter most, (while their shields are down).

Some halfway decent weapons (MK XI, Blue) can also be had via mission replay.
I'm fond of the plasma-disruptor hybrid (either DHC or Beam Array) with Disruptor Tactical Consoles.
They mix okay with other Disruptor weapons.
There's also Phasers or Polarons on the list.

Assmilated Console (You'll probably want this)
Neutronium Mk XI
RCS Accelerator MK XI (For cruisers that need help turning)
EPS Flow Regulator MK XI (For people that like energy presets, also helps recovery after full warp)

But AMS almost costs twice as much for p2w!
Also AMS doesn't kill you, you can tank through AMS, also AMS gives you an immunity so it can't be constant. Chaining AMS also requires usually vocal communication on the teams part or atleast a designated firing rotation order. Oh yeah AMS also has a cooldown.
Leech can lead directly to your death from a leech team, its hard to do much of anything with 24+ stacks of leech on you while the people shooting you all just got +20 or so to there power levels.
It has no cooldown, no immunity, and costs almost half as much CP.
You get bonus points to your leech team if you use energy siphon, lolarons, and siphon drones.
Yeah, but it doesn't have sparkles being shat out of your ship everywhere.
That's worth like... At least 8 extra points.
