Why don't they just go ahead and give the Excal the same treatment as the other T2's but lock the Connie Refit Skin for the Fleet Version and add a different version for it? Sorta like what they did with the Galaxy-Refit, albeit that was more for technical reasons (Something to do with Saucer Separation not working with the T4 Skins or something) but I don't see why they couldn't do it again.

The NX-01, TOS Enterprise, and Oberth hulls shouldn't be in either, but were thrown in as candy and fanservice for the lowest tier of ship where they don't really matter. Hell the Miranda really shouldn't be in either, but at least you can sort of justify it as they built them like candy and could at least still keep them around as training ships.

Really should be 2412, but we seem to be in the Simpsons zone where time somehow progresses without progressing at all. But, hey. 2409. Constitution class, Excelsior class, Miranda class, and Oberth class are all past 100, right? If not 150 years old?
Everyone likes to bring up the U.S.S. Constitution still being around, but it's pretty much around as a trophy and show of pride/tradition. You sure as hell don't expect it to ever be used in combat. The Iowa class battleships that were kept mothballed but in serviceable condition were kept so pretty much on a technicality and no matter how much I love them personally I have to admit they're pretty well useless on a modern battlefield.
A closer comparison, if we have to keep up the real-life ones, might be the darling B-52. The design is going to survive roughly one hundred years of life-cycle under current plans. But the B-52s we have now, nevermind in another 30 years, sure as hell aren't the original ones in any way but overall shape. Their mission plan and usage has also changed considerably to acknowledge that while they are still useful, their original purpose is obsolete and they have no place in the middle of a modern air battle.
It's been ~164 years. Let the poor Constitution class rest. They've earned it, really! If Memory Alpha is to be believed they were phased out 30 years after entering service anyways.

Even WoT has tiers. If you allow a 200 old ship with 428 crewmen on board to beat a modern day ship with 2500 people, say goodbye to any kind of balance (and sense).

I don't know. STO doesn't seem to be a painstakingly accurate recreation of the state of the various ships. If it was, one might think it'd be easy for any modern ship to blow holes clean through a Constitution class with, say, Quantum Torpedos or something. No matter how you try and spin the 'modernize, yo!' mantra, it can't really accommodate that the sheer size of the Constitution class puts it at a disadvantage. It can't fit the warpcore of a Galaxy, Odyssey, or really even an Excelsior.
You could always bring up the Defiant but the Defiant was heavily specialized, suffered for its specialization, and was known for damn-near shaking itself apart on a regular basis unless kept tuned, tinkered, and up to date by the only man (if O'Brien can even be called a man. More of a tiny, irish god honestly...) in Starfleet who can out-Scotty Scotty. As a general rule they kept a ton of limiters on the things to keep them from doing that whole 'violently break apart from the forces it enacts on itself' thing.

Since I joined the PVP community in November 2010 you have been the greatest community I have known to an online game since I was addicted to Jedi Knight 2: Jedi Outcast in 2002-Onwards. I enjoy Queuing up to see each of your ships in my targeting view. I enjoy talking with you in OPVP and whatever chatrooms we use on the game. I enjoy seeing your smiling faces on DS9. I hope this community can continue to grow and become just as positive as it is for me for a lot more people when the pvp "fix" comes to fruition.

I'm pretty happy with what we got. Joined game to play a Prometheus-class (I forgive Voyager's existence purely on the basis of this ship), got what was promised. Now also fly a T5 Akira and an Atrox on top of that after literally two solid years of rockin' the Prommy exclusively.
