Error Creating New Fleet

tried to create a new fleet but it wouldn't allow us.... kept stating that newly created account cannot send or recieve fleet invites any ideas

    I believe that silver members cannot create a fleet unless all members have met the 20 hours of play requirement, or have purchased from C-store.
