I am gonna assume you picked a tac for your first toon for a reason and advise yo to use that Tac to learn to PvP on.
Then I will say you should make another toon, either sci, engie or better yet both, and try that out to make sure tac is best for you.
Then I would say join PandaCubs chat in your chat options menu and talk to the fine folk there to learn what works and what works best.
What ever you do, have fun, put your PvE beast ego away, be willing to learn, oh and have fun.
Oh and since the thread was archived this here guide will be a great place to start. http://denkbassin.de/sto/ Thank you again Mancom, (aka Hilbert), for that thread.
If you are a pickle in a pickle jar you know every pickle's different, sort of, but really they're all just pickles...

Ok will use my tac first for a while on PVP then start a new toon looking forward to trying PVP
Best thing to do once you've gotten your feet wet in PVP like was suggested in your Tac.
Also, it should be asked, what ship have you been flying with your Tac? And have you tried all of the ship styles yet? (Escort, Cruiser, Sci ship, Carrier)
When the time does come to make a new character, make sure you take at least the Accurate Space trait. Otherwise, have fun with what you pick.
You think that your beta test was bad?

I am not as only just getting back into STO after not playing for a LONG time as found my retail disk in my cupboard full of PC games and re-installed the game
Experiencing PvP early is best. Less powers to keep track of allows you to focus on positioning and timing better. End game PvP can be tough to get your head around 'cause so much is flung at you so fast at times your already have popped and not have any clue as to why.
Then again I waited for endgame to lear to PvP so it's not impossible and if you make a new toon you can always get some experience there as well.
Just remember that you will not see KDF in the queues til Commander rank play.
But you can still FvF your way through Lt ad LtC if you so chose.

I am thinking of creating another fed person for PVP what career should i pick for it and what ship to start with and any advice on first builds.
I am at the mo a tac guy for PVE in a heavy escort ship armed at front with phaser beams and cannon and 2 torp tubes on the back.
Since tac is what you have the most experience with, I'd recommend going for the same career.
I recommend you pick an alien since hey can have 4 traits (you can make them look human). Two traits I suggest getting are accurate and elusive, which will boost your accuracy and bonus defence. That allows you to pick two other traits which can either be PvP focused or whatever.
As for what ships to fly when levelling, the best is the escort, since tanking in PvE is rather easy and it'll make short work of any NPC. For the first 10 levels, which are pretty slow, you should arm your starter ship with a dual heavy cannon, a quantum torp and a turret, which should speed things up.
After that level, don't bother fitting any beams to your escort except 1 dual beam bank if you feel so inclined.

Seconded. It's best to start early and get a feel for it, that way you won't feel drowned by all the abilities flying around and manage to have less of a steep learning curve.
Unfortunately, low level PvP is virtually non-existent... unless you like 45 minute queues..
If you want to do damage, choose a tac.
If you want to be a specialized healer, pick engi.
If you want to mix it up a little, pick sci.
If you want to be a tank... find another game... (seriosly, if you build to keep yourself alive only, your enemies will just kill your teammates, and you will be flying around doing nothing)
As has been said, always use Accurate and Elusive for a pvp toon.
Warning: Build as healer only if you want to run with premade teams. Trying to be the healer in a PUG (pick-up-group) is a frustrating and usually futile task.
