Passive Weapon Effects: A Dev Question

Phaser space weapons have a chance to reduce the targets weapons power
Tetryon space weapons have a chance to reduce the targets shield resistance.
Polaron space weapons have a chance to deal extra damage to the targets crew.
Antiproton weapons have a chance to penetrate shields
Disruptor weapons have a chance to reduce the targets damage resistance.
Plasma weapons have a chance to apply a plasma damage over time effect.

Also:

Phaser: 2.5% chance to disable a subsystem
Tetryon: 2.5% chance to drain 162 from all shields
Polaron: 2.5% chance to drain 25 power from all subsystems
Antiproton: +2 critical chance and +20 critical severity
Disruptor: 2.5% chance to apply a 10% damage resistance debuff for 15 seconds

My question is does each weapons type have a passive effect and an active effect when procced or did someone simply forget to update the tooltips on these weapons from effects which were previously described but of which are now not relevant in the initial description of the weapons?

    I think the top are old procs. that were replaced with the lower ones. I might be wrong!

    Are you still living in Season 1/2? The fact that AP still penetrates shield is a total myth. The description still says all those things, but I'm 99.9% sure that half of those procs dont work anymore. Thats the same as the loading screen's of STO still states that for having a quick turn pump your auxiliary power level to 100 lol

    In any case, I think that those descriptions or at least the effect no longer works, ive heard that the AP shield penetration had been removed a long time ago because it was considered too OP, not sure but I never ever noticed more bleedtru with AP anyway so im pretty sure this is not working anymore.

    This is why I made the post. To get official confirmation from a Dev that after 2 years an minor changes to a few if not ALL of the weapons mentioned that they still haven't updated the tool tips to reflect this. And if its simply a "oops we forgot to update the tooltips" thing Well, then its another point to hammer down the fact that for two years whatever team responsible for updating these things sucks, still sucks, and will probably continue to suck well after Season 6 is released.
