Take the Fleet Escort build from the Hilbert Guide and replace the phasers with disruptors. It works very well for both my tac and my sci characters in a gurumba.
1, Buy Garumba
2, Buy Plasmotic Leech
3, Put Plasmotic Leech on Garumba
4, throw random boffs and weapons on it that don't really matter
5, Congrats you will now be nearly immortal and likely be running over 100 (easily) on all your power settings.

I would take 2 Omega's because i think thats a necessity for all escort-like ships. And it might help your turnrate if your in siege mode.
Is what im doing right now. Same build I use on my fed in his Jem'Hadar ship.
But the tractor beam certainly has its good points for this build and the evil deathstar beam.

thats why i use scatter volley. it has cooldown issues with the 2 rapid fires but it can help clear spam sometimes and without running torps theres going to be some sort of cooldown overlap no matter what
ive pulled 5200 dps in ka space elite in this thing as it is. but its terribly squishy in pvp

New build changes:
Running 3 evasive conn officers, 1 warp core engineer and 1 tractor beam officer
for consoles 4 disruptor induction coils, a field generator, borg console, plasmonic leech and 2 rcs consoles.
Rapid Fire is better in PVP for the damage it provides.
Scatter Volley is good in PVP to help in killing Mine spam, and it assists in dealing with targets that are fans of the "Spiral up" stratigy to avoid cannons as it seems to give your DHC's a slight boost in up and down arcs. (As far as I have witnessed)

You can cycle Omega, Delta (or Beta) with another Omega to have one up constantly.
