there are tons of great mechanical and system suggestions that have come across the threads in the past month alone. just read any of them, you see the suggestions anywhere from off handed posts down to people having suggestions built into their signature. (my favorite mappens to be mustrum's flight angle suggestion link)

Doff powers need to be exponentially toned down. Console powers dont make you give up enough in return for using them. Resist is over the top. The UI is sluggish at best and in some cases can make the game not playable. Thats just a start. New PvP content is good but is no where near as important as the system and balance issue tree weve been barking up since last year. I have no doubt Gozer and the team are aware of it , Knowing that its on their punch list would give me peace of mind
hopefully the new changes will come tandem with a soon after overhaul / retool. i am of the mind that less is more, subtle changes and a few powers need to be looked at specifically. im optimistic, gl hf gg
I think, new pvp stuff will bring more weird things then we have it now. Of course they will be fixed in the meantime, but they will be happening. Every transition is tough.
-reduce the number of deployable pets, make them a bit stronger
-limit doff stacking
i think those right there would go a ways to impact these things
-limit the ships abilities to spin on the z axis, keeping us away from that false ceiling and giving cannons a bit more versatility
-reduce onscreen clutter, and give pets a reason to be feared...not just be an annoyance
-remove everyones ability to stack 3 BFI doffs and such combinations that that i think go a little over the top sometimes.
doffs need to be limited.
I'd prefer higher hull and shield values, stronger Boff abilities across the board, but 2-3 times the cooldown.
also increase in the flight angle would be nice
I would also like a pvp-set, because I only really play STO for the pvp (pve is TRIBBLE... no real challenge) and I'm not going to grind 1000s of STFs for better equipment.

I have the same thoughts horizon, and ive heard it all. It will be some fluffy new maps and whatever, but the real deal is probably not being touched.

The UI being sluggish has everything to do with that its not GPU accelerated, made some threads about it here or there. The fact is that alot of it is because of the spam in PvP matches. And Im not talking about rendering all the 3d models for the spam like mines, because these are not the culprit. Its actually all the rectangles and stuff which slows everything down and the HUD itself.
Its CPU bound, its CPU restricted and runs on 1 and 1 thread only. Basically the more TRIBBLE on the screen the slower it will go. Even on alot of medium/high end builds. But hey, it doesnt really happen that much in PVE so thats all ok
Endgame PvP accessibility in this game is abysmal.
Good gear is mandatory and requires much STF and DOff farming. If you run across someone with fully twinked Purple DOff's, MK XI STF Gear (Borg Console, Omega Engines and Deflector, MACO shields as one example), and a wall of Mk XI -Mk XII purple weapons (all with ACC x 2) and consoles (maybe even a nice C-store console), along with a host of DOff mission skill buffs and you're just scraping by on basic Mk X and Mk XI gear that you've scraped together with regular mission play and exchange purchases along with a what budget DOff's you've been able to acquire, you may as well be playing a completely different game.
This hurts the accessibility of PvP, as knowing that you need all those nice gear pieces to be starting/fighting on the same mechanical footing as your opponents (yes, before actual skill even comes into play) is a massive turn off to even trying PvP at 50. I'd like to see the gear (yes, DOff's are gear) made a little quicker to come by (or less dominant, but eh, I'm a realist) as a start. Make the Reman Set easier to get (ungate that damn mission), and give a few tweaks to the Breen, Jem, and Aegis sets to make sure they're up to par with STF gear. I'd also suggest tweaking the Borg set into being a 3-piece bonus (move tractor down to where the shield bonus is) and move the Borg Shield proc over to the Borg shields to make them more attractive/useful in PvP.
DOff skill bonuses can go fly a kite, and some of the stackable defensive DOffs (BFI DOffs *cough*) need to be less stackable, and more easily available (for EC, if you want PvP to be vibrant). Most people I know who want to/do/like PvP, dislike having to spend days/weeks/months slogging through PvE content to be useful in PvP.
Anyway, that's my rambling thoughts on PvP, and doesn't really even touch on all the balance issues (Phasers procs being worlds better than anything else, pet spam vs making pets useful tactical abilities, the relative weakness of Science ships and their offensive powers, the lack of solid Engineering Offensive abilities, the fact that Engineering Captains are basically third-rate next to Sci and Tac captains in PvP, the Accuracy/Defense system and the fact that it's such a mess that ACC on a weapon is basically by miles the best rider you can have on it....).
