opening one ui window closes others?

i have been levelling a new char recently, and due to this, i have to compare equipped items with the exchange, or the bank, and well..
if i first open the exchange, see something interesting, want to compare it with all of my current equipment, so i open my char equipment..
and no longer have the exchange open

this is also happening with some chat dialogs, and officer skills and the skill trainer
cant imagine why i might want to have a list of my current skills open WHILE buying new ones
or moving something straight from my equipped gear to the bank, without my inventory as a middle step

currently this takes some annoying UI gymnastics with opening the windows i might end up needing, in the correct order

i dont remember this being the case a year ago, but i'm not sure

is this a new bug/feature, and can i stop this nonsence somehow?
i simply want no window to ever close another for me, and i cant find any settings for that..

    I'd have to dig for it but I do recall a thread where a dev mentioned that the system only allowed for one major window open at a time. There was some technical reason for it.

    ah, i failed to find an old thread on this, and in any case i'm not sure zombifying an old thread would have been better

    i hope they find a way past this this is closing some windows i really need to have open together, and the UI gymnastics needed for it to work right are somewhat annoying

    When I was looking for the dev post, I did find a mention that if you opened the char or doff windows first, you could open and close other windows.

    Not sure how accurate that is. I know with doffs, you have to open that window first and then the other to get them to interact.

    It's especially bad when you open Bank or Exchange from Azura, because if you open another window that closes them after Azura left, you're SOL for another 2 hours.
