Whether I launch it or someone else does the instant it happens my game goes to a freeze frame probably in the 5-10fps range. This is the only thing in game that causes me issues do you guys have any clues why?

"Vent Theta Radiation" (a console) has a similar effect for me. I'm guessing it has something to do with the smoke/gas effects, it's pretty horrible.

I use vent warp plasma as one of my staple attacks, and have never had any freezing problems. The only time I noticed it cause any serious problem was one time in Kerrat. The zone reset and I warped in, the only fed guy in there, surrounded by 7 klingons. I just started spraying plasma straight away before they could all turn and shoot me. That caused some serious lag.

Turn off soft particles under the video options.

some graphics card control programs also have a setting for particle effects usually with a slider for balancing between quality and performance, so you might also want to check that as well.
