I'd wish they could have a mock roleplay session with an 'unknown defence contractor' providing a fictional evaluation of all these homemade phasers.
In a series of Top Gear style humorous challenges (involving redshirts and drunk Klingons) they'll see which phaser in pre-warp Earth is best for Starfleet's 'Phase Pistol project'.
What do you think will be measured?

The problem is testing weapon effects. These lasers can blind easily and it's inhumane to test them on live subjects. I propose a 'tactical obstacle course' with pop-up balloon targets which will evaluate the phasers in a typical house-storming scenario to catch suspected Marquis 'terrorists'.

Yes it requires some work but if they could film Angry Birds Battle for L.A. live action, what is a phaser test by comparison!
