I agree...
It''s why I'm asking if requirement is needed. Because I do not understand why many fleet refuse me. Maybe fleets are elitist and so then they don't want noobs. I play STO for 100 days
I run a fleet called 'Alpha Solaris' We are currently at around 115 members, and are quickly growing. We accept people of all character age, and are happy to help new players any advice they require. We have a full fleet bank, and a couple of fleet crafter's. I am personally happy to give escort players (Escorts are my speciality) a free full ship/character outfit when they get promoted, and can give any advice they need.
I don't see why other fleets don't allow people into their fleet when they actually WANT to join. That's just plain stupid. They then go out, asking for people to join, and wonder why they don't get anyone?
If anyone here needs a fleet, PM me for an invite

Usually when someone asks me to join our fleet, I chat with them a tad to see if they can make a good fit, and then we let them in one of our secondariy fleets untill we know them enough to have them in the primary. from the sounds of it you're asking jr. fleet members who perhaps don't think it appropriate to invite you when someone else on the fleet handles that job.
My thoughts on why you were rejected:
- It was an exclusive fleet (must apply through a website or get noticed by a recruiter)
- It was personal fleet (a fleet bank for one player's horde of alts)
- It was a private fleet (a group of IRL friends or coworkers)
- You asked the wrong fleet member
- You didn't ask politely enough (or you implied that you weren't willing to fill out an application or go through the trial process)
Strange I get complete randomers inviting me to join fleets o.O Especially at ESD.
^This... Until I made my fleet I got spammed ALL THE TIME...
However, the answer to your question OP is this: If you ask to be part of a Fleet they probably ASSUME you are a Thief considering that has been going around a lot lately. If They do not know how to properly lock down their assets they may be unwilling. Otherwise, they may reject you because they feel their fleet is big enough as it is.
If it were ME you were asking it would depend on your personality and what species you were in-game.
I dunno. No doubt there are some elitist fleets out there, but surely a lot arent.
Bout to need a new fleet myself. We have 130 members but on any given day the most online is about 8-10 and half of those dont even talk lol.
I know what you mean. But the Fleet I am in is a guy I know from Playing MW3. he is even on my firiends likst for MW3. Cannot believe that I ran into him on STO, so I do not want to leave his fleet but changes are in the furture. Heck if you start a fleet I have a toon that needs one, hit me up.

I have to add to your comment on thiefs. Watch out for anything that you have to buy and get C points, or anything else that is not from Cryptic. You download a program attached to your so called prize, and BOOM, they will be able to get all your stuff. I helped a guy out that started a fleet and then told us we could all leave, he only wanted to do that to try somethings and offered 500k EC. I did not take the hand out, you never know. BE CAREFUL
Don't know if your still looking for a Fleet, but I welcome anyone who's asked. We take on new people and vets. Search for Q9 Tactical Force and send us a msg

Third party programs are almost always inadvisable and may be breaking your ToS. As for taking EC or joining a fleet... That is no big deal. You can take someone's offered EC without a problem.
I will fully admit that I spent a good 2 hours trying to get some random people to help me start a fleet just because I wanted the easier method of transferring from one character to the other, let's face it there are A LOT of people doing this. I offered to pay people to help me and everyone that did said they didn't want anything for helping. Me being me I gave them all 250k each because most of them were new players and I had the extra EC.
So now here I am with this Fleet with my two characters (soon to be 3) and one other random dude I started talking to and we just decided to mutually help each other out so I added him to the fleet. We use the fleet chat option because it's easier than pms and the fleet bank to store 10 trillion samples and exchange items between character or instead of tracking each other down for trading items. Other than that we just Team Queue for STFs and the such.
There are fleets on here with 100+ people in the fleet that don't even do as much as what I just listed that two people do. The point is if you ask someone to join their fleet and they say no it's their loss not yours.
If I were looking to expand my fleet (which I'll probably start doing) the requirements I would have is:
1) Doesn't matter how long you've been playing, just that your a pretty active player.
2) If you get something you know someone else in the fleet needs and you have extra you share and visa versa
3) When you first start off in the fleet you can see what's in the fleet bank but you're not touching it for awhile until we're sure you don't have an Frengi business associates waiting in a cloaked ship to steal all our stuff.
Personally I can't see the point in having any other requirements other than that unless like someone else said the fleet is made up of real life friends or something like that.
Ironically I keep running into people I know from other games in the past a lot here lately. Met a few people, and even a fleet I used to be in, from Navyfield. Couple guys I've bumped into from a couple other MMOs Ive been on. Just 2 days ago I bumped into a guy who's name looked really familiar, just couldnt pin it down. So I sent him a tell asking what games hes played cause I recognize his off the wall moniker. So happens he played on Leafcull server with me back on Asheron's Call. Mind you that was 13 or 14 years ago.
If you have asked anyone from the {UFP}, there is a reason you did not get an invite. We have a policy where you must join at our website and then apply for in-game membership there. This way, we do not run the risk of ninjas trying to raid our banks. Of course, they should have told you this.
Another reason this could happen is if people were busy doing a mission and couldn't drop what they were doing to send an invite.
In any case I would like to invite you to visit the {UFP} in person and see what we have to offer. I think you'll like what you see. Just click my siggy banner. I think you'll be glad you did. Tell 'em Stormy sent ya.

A lot of fleets don't just invite random people and a lot of fleets have specific people who do the inviting; a brief interview or application process may be involved to make sure you are a good fit for the fleet/ not just going to jack all their stuff.
I would suggest, rather than just asking random people of a fleet for an invite, you check the fleet out, if they have a website, have a look around on it. Chat with some of the people, and check to see if they have specific recruiting officers and talk to them.
With F2P and it easy to just create a new account and use fleets for not-so-nice reasons a lot of fleets have bumped up security, screening and recruiting methods in order to find the right fleet members.
Fleet bank looting is on the rise and many people are joining the fleets without looking into what the fleet is all about.
Our fleet is for mature (30+) members and we are more of a social fleet. So without the people coming through the website application process we have no way of knowing if they are appropriate. Plus we get them signed up on the forums and get to know a little bit more about them at the same time.
If you find a fleet you like, take the time to read up on if they are compatible and then follow the appropriate steps to join that fleet. There are lots of fleets out there just throwing around blind invitations hoping that one out of a hundred actually sticks but most real fleet consider this tactic SPAM and not-so-appropriate behaviour. Others think it is fine
Well, if you're still looking for a fleet, we're always looking for new members. We have many different rolls and support pretty much any play style you like.

I am all for pre-screening with the recruitment desk manned by a real live human being with a canon-style code of conduct and expectations plain for all to see on a well designed website.
It's a necessary evil in a time where people can happily flood my inbox with RP requests, contribute to no RP, make a show out of 'specially crafting' worthless common equipment as 'special favours' (wtf, white equips don't even REQUIRE crafting, get out) and wonder why I goad them to ragequit the next week because I do need the channel cleared of idlers and malcontents for the benefit of my content producers' and clients' security.
To think, that in this age where you can do a hundred and one things for people and there will be a certain fraction of an unregulated demographic that still insists on replying to Fleet managers' goodwill with domestic strongarm tactics. While kicking them out the nearest airlock is mildly entertaining in the Cardassian fashion. some sort of early warning will be good for time-saving purposes.
I say bring on the old school interviews and the background checks. You never know what the cat left at the door today. Is the package as innocent as it looks, or is there a terrorist threat ready to bloom with the next application of 'generous warmth!'

The next thing I'm putting together is a campaign plan for a military RPed 5 year (5 season rather) mission of exploration with a task force of 3 or 4 other Galaxy Class captains to prove that you do not need a thousand man fleet to generate authentic TNG - era fiction writing, nor does anyone need to roll dice or wait 3 weeks for character bios to be approved.
Why do RPers have to face such crappy bureaucracy? Everyone 'roleplays' in a certain extent by logging on here to play a military officer and undertakes military-themed tasks in STO. RP groups should harness this basic concept, not turn STO into DnD in space.
Whichever Fleet can work with me to create a working and newbie-friendly Task Force Battle Order (fully text based) for use in elite teamplay and STFs, and support said naval strategy with solid fanfiction writing is going to earn a lot of prestige redefining the standard of STO roleplaying from sitting at Quark's to writing Honor Harrington style novelettes.
(For the record, my group's text based comms are more efficient than voice thanks to something called mutual respect, "strategic Corporal" doctrine and paramilitary professionalism. Doubters will be sent to the nearest airlock)
A quantum leap to be sure, but if some housewives and a secretary can acheve that level EASILY in a non-fleet setting in our free time... so can everyone else if they make the effort to embrace innovation to counter adversity.
The fact that what I propose takes absolutely no time constraint and no special management other than 'play the game, look out for your wingman, and have fun in the shoes of Picard" should be enough to prove that it's not a skill problem, not a player problem, but community mindset.
Becoming a member of a fleet can be difficult. Because YOU must find the fleet that fits you the best. We don't know you and a few words on a thread doesn't say much.
Those who post "Looking for a Fleet" threads are the players who don't really want to take the time to research the various fleets. There are many very good fleets in STO, BUT YOU must find that one which fits your criteria for enjoyment. Happy fleet members are those who have joined together in a common bond. It is your turn to look at them. Any fleet that just pops invitations to any ship without a fleet identification is probably not a fleet you want.
Fleets have done the work of creating an environment. Now it is the individuals job to do the work it takes in finding their place.

Crappy Role Playing has a lot to do with today's MMO culture. There is a mix between old school table top role playing and today's Video Game enthusiast. Video Gamers don't want the character to character dialogue; just shoot the bad guy, perform your specific role within the team (healers must only be healers and nothing else), and super buffs.
In creating your missions (battlefield scenes) remember that each faction (even those not playable in STO) have different tactics.
1. Federation well we know their tactic
.
2. Klingons aggressive and a combination of quick strike or heavy pounding and durable vessels that can fight alone or in teams.
3, Romulans have high technology, advanced weapons, and stand alone capabilities. Fast vessels but not the durability of the KDF.
4. Cardassians have a disadvantage in single combat, but excel in large formations. Heavy durability, hard hitting, but slower vessels. (why STO gave the galor strong shields and less ship hull HPs is beyond me; I would have thought the concept is reversed. technology lacks (thus weaker shields), but tough as nails and takes a while to take down.

One tip here is to have an open mind and be proactive.
Face it, everyone has bad experiences.
And also try to look around and make enquiries directly with Fleet managers - poke around their websites to see if they are the right bunch of people you seek. Be prepared to do some virtual hiring and firing yourself - fleets that ignore, delay or even abuse you upon application are just depriving themselves of a good Captain like yourself. Not your loss!
There are certain organizations that shine above the rest. Find them, and like the quoted post states - never, ever rely on in-game recruitment. Sure you might be filling forms for some time but remember, it works both ways. Use the recruitment process to know your recruiter and see if he or she is up to the task bringing active Fleet content to you.
If not, you can always go to their rivals, it's as simple as that.
I don't understand.

What's the requirment to become members of fleet?
Depends.
Corgatag summed it well up with
My thoughts on why you were rejected:
- It was an exclusive fleet (must apply through a website or get noticed by a recruiter)
- It was personal fleet (a fleet bank for one player's horde of alts)
- It was a private fleet (a group of IRL friends or coworkers)
- You asked the wrong fleet member
- You didn't ask politely enough (or you implied that you weren't willing to fill out an application or go through the trial process)
to add
- Some only invite just to un-invite days later too, seen that in various MMORPGs. Pretty much just aimed to beef up numbers.
Afaik, STF/PVE orientated Fleets will contact you if you perform well in a STF; like using Tractor Beam Repulsors to keep probes away in the Khitomer STF etc.
In your case, I would just try to contact the right person of a desired fleet. Even better, count on friends you met ingame or who you know in RL and are playing STO as well.
While I am sure you are annoyed about the results at the moment and thus posted this thread, I feel I should toss this in:
Remember, having a fleet may be cool but don't feel like it is always your fault.
Some are simply douchy - some really are too full or you simply did not fit the requirements.
Don't degrade yourself about it. Personally, I'm sure you did things right.
In the end, it is better off that you did not land in those fleets as they are simply showing the real face .

Does this mean I'm fired??
Depends.
Corgatag summed it well up with
In the end, it is better off that you did not land in those fleets as they are simply showing the real face
Dang! Raptor saw through my plan to bring everyone into the Collecti... I mean fleet. In any case, he DOES make some good suggestions about finding the right fleet for you. (Hint: It's the {UFP})
