NPC HP was reduced but damage increased on high diff. iirc

NPC ships get less HP and Shields, but slightly more damage at higher difficulty.

I have a quick question about the difficulty slider, (I don't remember the answer >.< )

If your in a zone with people with different levels in the slider, does the zone take the average of the different difficulty sliders that are being used? Or how did that work again

It takes the leader's difficulty. You're notified what their difficulty is when you get the invite.

but what happens if, to say, that everyone is not in a group and there is no leader. How does the slider work within the zone?

If there is no group then the instance is on standard difficulty(with the exception of elite STFs).

The net result however has been... basically nothing in STF's... The Inviso Torps of Doom just one shot better.
