Just a fyi... it is possible for an engi to drop cover shield in such a way as to make another player stuck in the graphic, requiring you to use the /stuck command to free yourself. This happened to me repeatedly during the Academy Particle event by an individual because he did not like the idea that I was in a area that he wanted (childish I know). Cryptic needs to have more GM presence in the game, perhaps start a GM program like most other MMO's that involve players who pass their criteria.
I did this by accident in a Breaking the Planet group. It sucks more 'cause if you can't get unstuck you'd have to wait until the cover shield went away -- something like a few minutes? -- before you could move. I apologized to my teammate and we all had a few laughs, but I certainly can see that being a source of frustration if it's done on purpose.
I've seen that on the UI, but every time I have tried the button, I have never recived a response...

But the one thing that they can do (at least could do when they where not so rare) was ban accounts for intentional act's of griefing.

most MMO's shut down their player 'volunteer' GM programs after Origin got sued because of theirs a few years back. even Microsoft was smart enough to shut theirs down.
point is, with those programs, sooner or later somebody always goes corrupt and cryptic is in a bad enough place as it is with certain decisions. they don't need the trouble it will end up bringing
Honestly, if a collision is detected between a player, bridge officer or enemy NPC as the cover shield is being created, it should pop them out the back end of it. I imagine it's a simple change that'd take less than half an hour of man power (speaking as an amateur programmer who's done similar, albeit in a 2D environment).
Point is,
People (they know who they are) are using cover shield to grief other people in the particle events.
Example: you and so in so are after the same particle and neither of you see the other person. You happen to get it first, childish little so in so drops a cover shield on you and glitch you to being stuck in it. This is griefing.
I had this happen to me and saw it happen to other people during the event. I taught a few the /stuck command to get them out.
