VA is concidered T5 yes. Another way to tell whether your console is bound or not is by seeing if it has any model changes to the object. That console when used tototally changes the appearance of the ship using it, which means it wouldn't work on another vessel due to the appearance change, similar to the saucer seperation or multi-vector assault mode consoles which split your ship up into smaller pieces.
I highly doubt they'll ever make it available to any other ships. You haev to realise that the Intrepid has 2 models, one with the armour and one without it. For them to open it to all ships, they'd have to made brand new model parts (that work in the multiple configurations) for all ships in the game, which is simply far to large a task to do!
That said, if they ever do add Tier 6 ships (assuming they increase the level cap eventually), then it would be nice if the new ships could use technologies like Saucer sep, cloak and ablative armour as standard (since they would surely have the most advanced tech availlble). :-)
Cloak would be easy, just make the ship semi-transparent.
The ablative hull could be a texture change or a casing.
Saucer sep, completely understandable.
Oh well, I guess I will just keep my Recon and save my C Points for something else.
The ablative armor is great, but the only way it would be a console system that could be used on any ship would be to do multi-phasic shields so it wouldn't need to change the physical look of the ship itself. Failing that, some sort of attribute modification (like Feedback Pulse) which changed the ship to a solid color or something to that effect.
