I will put out there in the ether that it will remain 'non-functional' for the weekend, until the boxes disappear. It's a test to see how much money people will spend on this gambling exercise. And it IS gambling. It's no different than buying chips at a casino, and playing poker with them. You don't know what you are going to get dealt, and then you don't know how the hand will play out if you even DO get what you want. Gambling all the way.
Why you ask? Because everyone can have 3 characters minimum, plus extra slots if they bought those. Each day, run a couple quests for Dilithium, some pay out 500 or so, some pay out over 1k. Go to the exchange and trade that up to C points, and spend no money at all on a key or two. Why would PWE want you to avoid dropping hard currency on these? It's counter to the whole point of the exercise; getting you to pay MORE and not even know what you are going to get, similar to CCG and other gambling streams. I wonder how many people are going to end up with tons of useless 'common' items that are worthless, and not even worth 100 C at all? Probably a LOT. That's the whole thing about gambling, sometimes even when you win, you lose. The house though, they NEVER lose.

I ask because I have 3 accounts, all at lvl 50 (2feds, 1 Klingon). I have done all the episodes, explored the universe got all my ships exactly how I want them, outfitted all my officers exactly how I want them so what else is there for me to do? I am currently playing as Klingon in PvE and PvP. I dont need energy credits, I cant use skill points which only leaves Dilithium. If I have already outfitted all my stuff how I want it what exactly is left to play for?
It's pointless me playing PvE, the same missions over and over is a chore at the best of times and since PVP missions although more fun have their limitations especially since there is no real win lose structure to them, no league tables, no challenge so no real point.
My point is if I have nothing to do with the dilithium I earn there isnt really much point me playing anymore is there?
Before I get trolled for currently being a F2P player let me just say:
I was a beta player, I subscribed at launch for a couple of months (until i had the same problem i have now).
So far since F2P launch I have bought 3 ships @ over 4k plus 2 borg engineers and multiple respecs. I had intended to spend another 3200 at the end of the month on another couple of ships so I could transplant the consoles and unique weapons onto a B'Rel to make myself a super ship but if cryptic are gonna keep changing the the rules I am now not sure I want to spend any more money on it. I am already beginning to regret spending what I have.
come to think of it If your a subscriber we F2P's should really be trolling you lol Its the lifetimers I feel sorry for :S

if thats really the case that would be extremely dishonest and unethical. bordering on exploiting customers to force them to pay for something they should be able to get without having to pay them directly.
I really, really hope that it isn't the reason its disabled.
Captains, this thread is now closed. The fact in that you even think this is intentional is beyond ludicrous. The team is working on a fix to make the exchange more reliable, please be patient.
