The stats are not the MOST desirable being all +Dmg modifiers. They stop scaling at Mk X. The -10 engine drain is a pretty meaningful counter.
Any ship that can equip dual heavy cannons has much better options all around with better DPS, better modifiers, and no engine drain.
Science ships could get some use out of them but cruisers with cannons are already weaker and the -10 to engines lowers effective turnrate.
This is the one C-Store item on ships T4 and below that remains restricted and it's significantly less imbalancing than the console combos.
I might actually use a science ship with quad cannons and I'm not typically a science guy.
I can see people may not like the consoles being unrestricted but, if we're going that route, I don't see any strong reason not to unlock quad cannons with all the other C-Store options.
From an in-universe standpoint, I'm not sure it makes much sense to see other ships types using them. It would seem kinda odd to me. I'd be more in favor of keeping the escort restriction, but making it non unique, like the ToS Constitution phasers, so you can equip more than one on the same escort.

There's no reason to equip even one on an escort, though.
Being able to put them on a sci ship would at least give them a use.
There are a few items in the game that are "locked" to a certain class of ship but it doesn't make sence.
The bio neural torp only for escorts and raiders? Why?
Also, you would think the less class restrictions the more chance people would buy them.
"but that would make it op". Um.....special guns and consoles are op.
"but this will make you more op". IMHO you are op or not op.

That no longer applies after today. The bioneural torpedo will be useable on all KDF ships.
How did you put it on the light cruiser? Last time I tried, I couldn't put them on any cruisers, regardless of tier.
Light Cruisers (your starter vessel) have always been able to use pretty much any weapon since...like beta. They are an exception...I think primarily to allow new players the opportunity to see what all the weapons are like and how they work.

Does that extend to the Connie? I thought I couldn't equip it on that last I checked. (Which is odd since that would make it the only T1 ship that can't equip DHC unless that applies to the Oberth too.)
I can't put the Quads on my NX, let alone my Connie. They do however work on the Dreadnaught cruiser. Though the shots don't line up with the cannon mounts on either side of the bridge.

Not as far as I know. Only the starter ships can equip any weapon like that for the T1 stuff.
Neither the Connie, or Oberth can use DC or DHCs.
I don't have an NX myself to test, though Spidermich's chart lists it as being able to use DCs and DHCs, so Quad Cannons should work on there, although Sprint01 posted that they didn't, so I don't know there.
(Maybe they shouldn't have called both the Starter ships and the Connie 'Light Cruisers' since they can equip different things...)

There is one reason - they look and sound really really cool.

Really? By any chance are there other consoles that have this new openness?
Sorry I didn't know
Edit: sorry release notes changed...
(1) You only get 1 and not 2; the defiant uses TWO of these in canon novella, media shows and all other official Trek games that I've played.
(2) Their scaling is inadequate, ceases to occur past Mark X and proves highly inferior in comparison to the Mk XI weaponry available.
I ended up throwing it on my Light Cruiser that I started the game with as some sort of novelty ship/item while using purple Mk XI DHCs on my Defiant.
Yes, I'd be using it for the looks. I'm not looking for increasing their usefulness - that would only get people screaming more about pay to win.

I don't think they belong on other ships, but that's mainly a hardpoint consideration. >_>
