6 commanders around level 25 took on 5 VAs in our fleet and very confidently told us that it didn't matter what weapons or build they would win. We laughed of course, these VAs had MACO kits and MkXII weapons. The VAs were slaughtered. I want to know how?
These VAs are guys that have got all STF optionals in most cases and way more experienced, normally the result would be obvious but something was going on here. Reports that at least one of the LTs were regenerating their shields once and then immediately again had me thinking back to the Voldemort Ship shield bug.
Those powers take time to recharge the shields and a lot of coordination, these guys were shield regenerating instantly, again and again, and 25 levels lower, normally 2 shots and they're gone.
It may well be some sort of bug or hack. I suspect the reason you do not get much response is hardly anyone really does ground PvP...
Also skill in STF's does NOT translate to skill in PvP... The sets may be good and all but the Borg are nowhere NEAR as powerful or savvy as a real player.
I saw a pair of Feds in the First City the other night. They were in full MACO gear and fought and killed Worf who whipped out a Bat'leth and took them on. He did rather well... But you know... Speaking of Hacks...
A Commander can take a VA with ease if they play well so being outnumbered would make it a tough fight as you described. If these guys are experienced players and play together often then I can see that they would tear up a group of VAs without too much trouble.
You have to remember that at Commander all the classes have there second and third (depending on level) Captain abilities and all have access to kits that are effective if a little weaker than the Mk X equivalent. A Commander can put up a good fight against a VA of any class as long as they're skilled players (I've done it myself when a VA or LTG has managed to get into my instance in Otha) and with the more potent Captain abilities coming early by the time you hit Commander you have TO3, FoMM2 and Tactical Initiative 1 on a Tac; the other classes also have similar level abilities so I'd be very surprised if they were doing anything wrong.
Regarding the shield recharges it's worth remembering that Tactical Initiative is a team cooldown reduction now and it also affects Captain abilities like Reroute Power to Shields. Although they wouldn't have been able to use the shield heal all the time if they were carrying a kit like Support Technician (I think that's the name of the kit) then they'd also have Shield Recharge available too (I think it's even SR3 at Commander and it's buffed by a low level skill too it'll be fully buffed most likely) so they could do a lot of shield healing on both themselves and others.
All good points, thanks. I'd probably go along with them if my team were not experienced at PvP as well, we do it most days as a group and always stick together. I wasn't playing myself but from all accounts they tore them to pieces. Just seemed very odd and unusual. Also their insistence that they would take on anyone with any kit and any weapons and win made me suspicious, there's being cocky and there's knowing you can't lose for some special reason. I will report back later once I've seen these guys in action myself.

I hope you're right because if these guys are that good i want them in my fleet PvP team. I know who they are, they are mostly in my fleet so i will be testing them later. I'm not bad at ground and have fully specced into it on my TAC so I guess I'll find out later. Will let you know.
Just search the net, there are illegal bots out there that once hooked-up will make you quite literally invicible. People have been using them for ages. In space once, I saw a Defaint tank 5 ships with concentrated fire for 12mins ... without running. Naturally the player defended himself with L2P insults, and chest-thumping.
