If you're talking about the thalaron cannon, you can dodge it, just get out of its firing arc. you'll see several guidelines coming from it before it fires, so just get out of the way, and you'll be okay.
i like how sto has voice warnings, this shield failing, that shield failing, incoming damage, recommend increasing speed. enemy shields are down recommend firing torpedo. all nice voice.

Before she uses it there's about a 5-10 second charge up. The ship deploys a fan of emitteres and shines bright glowing green lines of death to outline the area of effect. I'm not sure how many video games you've played, but that's usually a pretty good sign that it's time to GTFO.
Best tactic is to charge straight towards her and fly past. It's a frontal attack, and she stops using her cannons while charging, making the shortest route out often straight past her.
Just watch which way her ship is pointing, and keep Evasive Maneuver ready if you find yourself in her line of fire..
She seems to only fire the Cannon right after she ... Rephases ((?? I guess that is what she does. She doesn't cloak because the emission-seeking torpedo doesn't hit her)) Like Pr1983 said: the green targeting lines that appear from her shows you where she is going to fire. Just move out of the Cannon's path.

All Romulan NPC cloaks are immune to counters that work on players or Klingon NPCs. They're based on the Scimitar's cloak from Nemesis, which didn't have any of the weaknesses that usually made cloaked ships detectable. They can break out of tractor beams, you can hit them with any of the things that disable cloaks normally and it wont' hepl, you can run right into them and not detect them, and their shields stay up.

No, but the cloaks are different. It was even mentioned in patch notes around the time Cutting the Cord came out.
For example, a tractor beam will stop a Klingon Bird of Prey from cloaking in combat, but a Romulan ship will break the tractor beam and cloak.
Is there anyone that the Emission-Seeking Torpedo actually works on? I haven't come across any enemy that it will chase down. At least, not that a normal torpedo won't hit.

I'm she she is complaining about OP torpedo spreads and spinal phasers and eject warp plasma and tractor beam spam.

NPCs probably just don't use PC mechanics.

Then of course there's these, but they're different - the escapes actually remove the ship instead of just stealthing it.
