if I train Medical Tricorder I and Medical Tricorder II for my Boff, are those abilities on the same cooldown, so that hitting MTI would prevent me from using MTII right after?
Or are they on separate cooldowns so that if you have both, you can theoretically spam heals with both hotkeys?
If I pick up Engineering Team I, II and III for my Boff, can I spam three hull heals in a row?
Is it generally considered good or bad to pick multiple versions of the same ability?
I haven't closely watched other powers, but I run two engineers with two phaser turrets each, and used to run 3 engineers with 3 each. I could force them to drop all their turrets back to back to set up for a hard fight.

There are generally two types of cooldown, a normal cooldown and a shared cooldown.
Any power when used places said power on cooldown. A similar power or different version of a power would be placed on a shared cooldown. Shared cooldowns however are not as long as a normal cooldown.
Edit: Note that two separate boffs with their own MT won't effect one another's cooldowns, only their own, this applies for all ground boff powers. They each have their own cooldown/shared cooldowns and don't trigger shared cooldowns on other boffs on the ground.
Don't they trigger a 15sec GCD? Like if I have Torp High Yield 3, when I activate that it triggers a 15sec cooldown on High Yield 2. Same for Cannon Rapid Fires or Eng Teams.

Yes, similar powers have shared cooldowns (or as some call it a GCD). I wasn't sure what the time was though.:o
Engy Team will trigger a shared cooldown on Tac Team - High Yield will trigger a shared cooldown on Torp Spread - Cannon Rapid Fire triggers a shared cooldown on Scatter volley - Fire at Will triggers a shared cooldown on beam overload/target subsystems - Emergency Power to Shields triggers a shared cooldown on Emergency Power to Weapons - Polarize Hull triggers shared cooldown on Hazard Emitters.... I could go on:)
i've not paid much attention to the ground side of this, so cant speak specifically about those skills.
in space, you have three types of cooldown.
the cooldown on the ability - normally affected by how many skill points you dump in it - this limits how often that specific power can be used
the global cooldown on similar abilities - for example all the "team" powers have this, hit tactical team and your sci and engineering teams get a 15 second cooldown period in which you cant use them, thats across the board, regardless of whomever has the ability. the same goes with most "similar" skills or higher ranks of the same skill.
the "same Boff" cooldown - again about 15 seconds i believe - limits the other abilities linked to that Boff. for example if your Boff has torpedo high yield 1 and cannon rapid fire 2, hitting torpedo high yield will cause a cooldown on the cannon skill.
it is possible to carefully select and mix Boffs and skills to minimise these effects, i for one always have all the torp skills on one tactical Boff and all the cannons skills on a different tactical Boff when using an escort ship, meaning my cooldowns are normally only around 15 seconds (from the same Boff/similar ability cooldowns)
ground, as i said, cant say much about it as i've not really paid attention to that side of ground combat before.. i know there is a small cooldown on Boffs using skills, i've not seen them or been able to make them "chain" skills immediately one after another, but as to if there's a shared cooldown between similar skills on different Boffs? cant say for sure but not noticed it.
maybe taking a Boff with medical tricorder 1 on the same team as one with medical tricorder 2 and mapping both skills to your own tray and manually trying to trigger them one right after another would show if thats the case.

I've noticed on my Tac character that there is a shared cooldown for at least some ground powers. When I am running a kit with multiple grenade types, the grenades appear to follow the standard 15-sec GCD that similar abilities in space do (e.g.: BFaW/BO)
