A few weeks ago, I reached vice admiral with a character that I started on Tribble. Because of the various skill boosts and rapid rewards granted through the duty officer missions, I advanced up to VA without progressing through the Romulan front missions. Because of this, this character is unable to pass through the gateway to Gamma Orionis. Initially, I did not believe this to be a big deal: I expected that restrictions on the story arcs would have been loosened up. So, I have been performing STFs and special events via the queuing system while waiting for the story arc restrictions to be loosened. Unfortunately, they have not.
I would like to propose that story missions be unlocked by either completing the last story arc completely, or by a minimum level, whichever occurs first. This way, I am not forced into playing these Romulan missions that, although scaling in difficulty, do not present proper rewards for completing the mission due a character at my level. The story mission I am being offered has a reward of a green Mk VI ship weapon. As a VA, this item is completely useless: the few thousand energy credits from selling to a vendor or putting on the exchange is not an ideal return on the time invested in completing the mission.
If forcing all players through the story complete story arc is indeed what is intended, then please look into adding a dilithium reward crate as an option for these missions. There is little reason a player would want to spend time on such substantially lower level missions that does not offer any dilithium alternative reward for a more meaningful item or other boost.
My Klingon TAC has the same issue, I hit Lt Gen half way through the breen missions, and now am to start the undine, but the issue is... why bother, I am getting nothing for this. The were droughts throughout my leveling experience where I had to farm explorations for several levels because I had nothing else to do.
Also, I would have rather done the breen much early on when the breen equipment could have benefited me. I was smart/lucky and bought aegis before the crafting dilithium tax went into effect, so now my tac has breen geer that would have been much more useful at lt commander or captain than at lt general.
