So I popped in to Omega Leonis (yes, I'm an Ambassador) to look for some interesting duty officer missions, and found only one I could do. I decided to then go to the T'Ong Nebula to look for more. This is where the exploration missions are for KDF players.
I got into the map, and there was a Doff mission. Not a big deal by itself. However, I found there were anomaly popups that I could interact with. The funny thing is that they were all "scan anomaly" missions. There were no planetary or combat missions anywhere on the map.
The samples I received were fairly random, though a distinct bias towards tier 3-4. Perhaps other maps have different distributions. I always got between 5 -7 samples per assignment, with some being particle traces.
I tried this on Holodeck, and I couldn't get into the T'Ong nebula. So, I'm thinking this may be a bug.
Yes, I noticed this from when I first went looking for DOFF missions in Hromi and later did Azlesa on a Tribble Klingon. Hromi only showed me the data anomalies since I wasn't a Federation character. In Azlesa, a couple of Starfleet ships were zipping around gobbling up all the data anomalies.
In effect, this allows either faction to go farm any level of data they want by visiting exploration sectors outside their native space.
However, since Klingons have far fewer clusters of their "own," and there are many many more Federation captains than Klingon ones, what I fear will happen is Fed ships will be camping Klingon clusters, making it even harder than ever for Klingons to data farm.
This is on top of the problem I've always noticed on Holo: you can't jump instances in Klingon exploration clusters. Either it's broken or it simply doesn't spawn more. Maybe that's because Klingons don't usually have enough players in those zones to trigger additional instances, but then 5 seems to be the trigger number in Fed clusters, and I've often been in Klingon clusters with at least 6 players and still couldn't jump instances.
Frankly, I think Klingon clusters should be off-limits to Starfleet. The Federation already has more clusters and lots of Ambassadors flying around giving access to Klingon space. Why give them more clusters to farm at the expense of Klingon players who already have it tough?

I agree wholeheartedly, and I find it very irritating as a klingon player to see federation ships buzzing around with diplomatic immunity, we Klingons have little enough as it is, If a fed player can fly into my home systems and clusters, I should be able to attack them.
And If that doesn't change then marauding maxed out should allow us to go into fed space and irritate them.
It's very frustrating already as a Klingon player, we've had to grind and repeat and grind and repeat to level up, and with the way pvp has been neglected on HOLO wait hours and hours for a queue to pop, then to pour slat in the wound we see federation players walking into our space and we can't do anything about it.
It makes it hard to play a Klingon when the only thing we have that isn't handed to the federation players on a silver platter is our carriers.

If the new Maurauder system for the KDF allows us the same travel ability into Fed centric areas to farm and such, it would be fair.
Otherwise , yes, its irritating to be the ridged Zoo animal inside the cage as the feds fly through and pillage our system uncontested.

I'm guessing you only found anomalies because there are no Fed exploration missions in the KDF clusters, and vice versa.
Also it sounds like you were doing it during the Multiphasic event which is an event that increases the data you get from scanning anomalies.
