There is only one solution to the skill system in STO.
It needs to have two seperate trees for Space and Ground.
To be effective with current values with the new system. You need to spend almost all of your skills in Space to make it matter. In that aspect, 90% of the players in this game will Spec skills into space, making the ground system almost worthless and not even worth having in the game.
Some may say.. well that's simple, lower the points required to put in each skill so that you don't have to spend so much to get higher rankings in them.
This won't work either, as people will take advantage of that and STill max out their space skills and put nothing in ground.
The point I'm trying to make is...
Cryptic, you have to make it plausible and worth it to put skills into ground. As it stands the game currently doesn't need you to.
Thereforth, it almost seems like a broken game and unpolished.
However, I guarantee that when you Revamp ground skills, mobs won't be able to drop you so fast and of course the harder skill level will not be "impossible" by certain standards.
The only solution is to "force" people to skill out their character on ground. This way the game will truly be what it should have been in the first place. Your Starship, and your Ground character. The skill trees have no need to intertwine with each other. It's Space.. and it's Ground.
I seriously think you should consider splitting the trees and everytime you gain a level you are awarded a pool of points to allocate into your space tree, and a pool of points to allocate into your ground tree.
Having a Space/Ground combined skill tree honestly is impossible to work in a gameplay perspective. Everyone is going to Spec in space and thereforth make the ground game stupid and non existent. Give people a reason to have ground builds to help them compete and make a difference for their characters in PVE and PVP. Also when you do get around to doing ground skills.. they need to have a minimum of helping out your BOs and more importance on your individual character. Considering that BOs will not always be with you. You could be teamed with 4 other players on the ground which would render all those points you put into buffing your BOs useless..

Sucky system, its the end of balanced ground/space builds.. after upping all my ground boxes to 7 or 9 (like i had before) there was barely enough to spec into anything space..
I can see already how this change makes my toons that were previously awesome in ground & space pvp worthless :-/ Splitting trees will if it goes by the same concept of - every box usefull but not enough points for all - probably nerf ground big time, way to go to ruin the good system we had.
