"Receive Dignitaries" for Delta quadrant species

After the patch, I saw three diplomatic missions available, "Receive Ocampan Dignitaries", "Receive Kobali Dignitaries", and "Receive Talaxian Dignitaries". These missions were available in Regulus and Pi Canis sector blocks. These are all Delta quadrant species. What are they doing here?

    Transwarp drive makes the galaxy a lot smaller than it used to be. The Federation has a fairly robust transwarp network, it seems reasonable to me that they'd start to renew contact with the races Voyager met...

    At the same time, it makes more sense to me if these were limited to the Romulan area, since they are the closest to the Delta Quadrant we can get currently.

    The Hirogen are nomadic hunters with influence over a wide range of space (similar to native american's before European colonisation). It's also known they have communication arrays capable of reaching the alpha quadrant by Voyager's time. It's conceivable their influence would have reached the Romulans by this time.

    The Borg have always had the capability of reaching the Alpha Quadrant, supposedly due to their vast transwarp network.

    However, I do think it very odd that there would be diplomatic missions to the Delta Quadrant. Space may be smaller now, but certainly it shouldn't feel that small, especially given some of those Species like Ocampa probably shouldn't have developed enough tech to make the journey yet (Look at how long it took Bajor).

    The few maps concerning the Hirogen showed them encroaching deep into the beta quadrent, almost on the border of Romulan space. It is conciveable that the Romulans were keeping them at bay until the hobus explosion. Also remeber when the romulans reappeard in TNG, they said they were dealing with other matters. Maybe they were at war with the Hirogen??

    Which Ocampa? Remember there were two colonies. One at the caretaker array, and another located deeper in the delta quadrent. The second group had developed their telepathic powers, and had advanced technology.

    I noticed the Ocompan mission too. My guess is the Barzan Wormhole was stabilized.

    Either one. Remember that both were aided technologically by the Nacene and the advanced one was a much smaller group. Besides, the telepathic group also expressed hostility so it seems unlikely we would be welcoming them unless that mission has a high risk of death associated with it.
