I could understand a long cooldown if these were mobile deployables, similar to the Scorpion fighters. However, these don't appear to follow the player vessel, so why a 10 minute cooldown?
The majority of space battle missions require the player to move thru a series of engagements across the map. The only missions I regularly play, which would make good use of a stationary turret, are the Eta Eridani dailies, and one of the Breen dailies. Not much use in the daily cluster exploration missions, and majority of the past mission replays.
I'd like to see a 2-3 minute cool down like most devices.

10 minutes is incredibly too long for such a low damge, low hull, immobile deployable.
Cooldown needs greatly reduced.
Hull needs greatly improved as well, it is a "Heavy" turret afterall.
The hull is getting substantially buffed - not sure if that will be in this coming build or the next one.
I will review the stats versus the recharge. It's possible I was overly conservative with things.
At the moment it's the same as the cooldown on Phaser Satellite Turret from Collector's Edition(?). Though it was even worse since it took a Tactical console slot so I never used it either.
Though that Tricobalt Device Platform is tempting me.
