I was traveling thru sector on tribble and I saw a assault cruiser passing me that had some sort of field around it. My impression it was some sort of new drive,(like the quantun slip stream, or the borg impulse ?), perhaps connected with the DOFF system or the STF gear maybe?
Anyone know what that was?

Checking the items doesn't show this effect, but it shows up when you're at full warp.

Nope. My borg subtranswarp engines still go warp 14 on Tribble, so they either haven't changed it yet or don't intend to. I kinda hope they don't because this sort of fits in with the Enterprise D being able to go warp 13 in "All Good Things". Yes I know that was an alternate reality, but I would expect that Q didn't change all the laws of physics, so warp speeds higher than 10 should theoretically be possible.
To maintain balance they could always just make the EF engines more maneuverable.

Oh, and that is freaking ugly. Why do they insist on putting in eyesores that we NEVER saw on Star Trek? This IS still Star Trek Online, isn't it? How about some STAR TREK in my Star Trek game?
The shields have a different effect, which boosts your power levels by +1 per proc, though I haven't really paid much attention to how high it stacks.
As far as I can tell, the deflector has no special bonus, though it does boost operations skill, so that's a nice passive, particularly for science ships.
In fact, all things considered, I'd say the Elite Force space set was designed with science ships in mind. Resilient shields, to keep their squishy hulls intact and adds power when they're being damage. Combat engines that boost warp power so they can get around faster than your average joe. And a Deflector that adds operations skill. Plus the 3-piece set bonus is a Deflector Dish ability that does kinetic damage, boosted by AUX power. Seems like a perfect fit on a science ship to me. And it's not bad on a cruiser either.
The first time they did so was between TOS and Next Gen, to prevent official warp speeds from being listed as "Warp 57" or "Warp 5982". So instead they said "Warp 10 is the theoretical limit, as that reaches all points in the universe simutaneously", so anything higher than Warp 9 is Warp 9.something.
Considering that this is now 40+ years past that point, and in Next Gen they were exceeding Warp 9.whatever with alarming regularity, Starfleet probably said "We've had enough of Warp 9.99999999999 and so on, so here's your brand new Warp Speed Chart. Please try to make it last a while this time...
I saw another ship with the Elite Force engines active. I looked at the buff and was thinking he would over take me. He never did. Not sure if the engines are working or not but I had Aegis engines and the guy with the elite force engines matched my speed.
No, he wasn't /following me.
