With a refinement cap in place, and only refined dilithium usable, there is no special reason to be over restrictive with dilithium ore. Regardless how much you acquire - you will always just get a fixed max amount of refined dilithium per day.
Looking at events and the STFs we see this point validated: Short missions, with a lot of ore rewarded, and not even that hard to complete. So far so good. But why is this not true for all the other missions and activities out there?
In order to give everyone the chance to play the game as they like, dilithium ore should in general be awarded for playing the game, regardless of the activity your performing. And how could this be done without too much devtime involved? Luckily we have Merits and Honor, which are currently on live awarded for most activities including episodes, PvP and exploration. All categories that are on tribble short of ways to gain dilithium ore. So replace live merits 1:1 with ore on tribble. This change / addition would offer up to 600 ore for the highest rank missions/episodes, still considerable less than events or STFs, but a fair amount for the time spend.

2) Ore should be tradeable and fleets should be able to store ore in banks (for fleet crafaters)
Would solve two of the most critical issues with teh recent changes.
