I've played the vandal and it 'felt' great. The aquatic look matched well with it's high turn rate and firepower. I found myself making strafing runs with it as opposed to slowly powering towards and enemy like in my raptor. The fact that it reflects explosions and light effects so well on the sides is rather nice.
Placing the turrets on the very top axis (fin?) makes a certain sense, but looks kind of odd.
First let me say that I love having lower tier nausicaan ships. Having my nausicaan captain pilot a klingon ship was odd. The ship looks great however there appear to be a LOT of windows suggesting many decks for a mere 100 crew. (Same for the scourge too in my opinion) It is a thin ship but the many windows make it look huge.
The ship handles well, the exact details of its power were a bit fuzzy at first. It wasn't immediately obvious if it was a slottable power. Of course all I had to do was click on the console and select info. There was a few moments of initial confusion as the pop up info isn't as detailed. The console kept my power levels at a good level but nothing excessive

I was playing with it last night. I had two thoughts
First, the console ability is kinda confusing. I like the ability now that I figure it out but the tooltip should point out that this is a passive ability. The long form description is fine but the short tooltip needs rewording.
The other thing I noticed is the Hull Indicator on my HUD that displays the hull points and shields appears to be a BOP.
If I'm not confusing the ship the console drains energy when attacking. Awsome thing, love it!
Although: I was confused in the beginning since I searched for the button to ACTIVATE the console for half an hour until I found out that its passive.
If I may ask, what exactly does the console do? I purchased the Scourge, so I didn't have the chance to test this one out.
It's a passivbe effect. Every shot you take drains one point of energy from the target and gives you one point. This stacks up to 15 times and I don't remember how long each drain lasts. I think this would be brutal in a Beam build.
I'm intending to fit the thing out with Tachyon beams and an Energy siphon boff and see how it all pans out.
