Okay, so Marks were replaced with Dilithium, which was then removed. Now all these missions offer is BOff points and XP, and not a lot of that either. Are we trying to get people to quit doing Exploration missions altogether?

Dilithium was considered a Rare Thing to have/find in Star Trek.
(up to ST IV:TVH when Scotty & Spock figured out a way to recrystallize it).
It seems that Cryptic is going back to the original thinking about this rare mineral.

So they should reduce the amount, not eliminate it altogether.
As of now with the low XP and the total lack of Dilithium, there is no valid reason to choose to do Exploration missions at all during the leveling process. Even Diplomatic XP can be had quickly with the DOff system alone.
Add that to the list of missions to skip as things are currently.
Defend the Sector (Fed)
Welcoming / Repelling the Opposition (KDF)
Patrol the Sector (Fed)
Path of the Warrior (KDF)
Exploration (both)
All of these give too little XP and too little reward to justify the time spent doing them.
