Am I missing something here?

Please forgive me if this has already been mentioned before (my search-fu is weak).
I have a KDF toon on Tribble that I have a question about. I have done the first two House of Martok misssions only and leveled to Commander 1. Since getting my DOffs, I have done nothing but Duty Officer missions and Lore. I am now Captain 1 but I have not had ANY of the level up BOffs offered to me (at Level 22, 24, 26., 27, 29, & 30). All of my skill points are spent BTW.
Am I missing something here? Do I have to do the missions to get BOffs now?
