how do I get duty officer out of reserve?

I don't see any way of getting a new duty officer out of reserve (I want to add them to the crew). I see only a "dismiss" button but I think that would just make them permanently unavailable.

So how do I add an officer to my crew?

    Reserve is your crew. To take them out of that, go to the Space and Ground sections under the roster and click the < arrows to assign them to the active roster, which is limited to 5 space and 5 ground right now.

    Assignments draw from your reserve roster, so a doff you want to use on assignments doesn't go in your active roster. Also, some doffs (civilians and a number of science specializations) can't be put on the active roster and are just for assignments.
