You think thats bad?
I had a hotbar layout that was optimized completely for Combat with my Bird of Prey.... damn hotbar wiped the layout completely!!! :mad:
This has been a problem since launch and they have shown 0 inclination to fix it.
I don't think it can be fixed actually, at least not without them having to re-code the entire broken UI.
Well "Usually" you can switch ships (and abiltys) if you make it carefully without FULLY rearranging the hotbar... although some time it messes up for no reason (usually directly after patches)
They should implement a way to save and load hotbars for each ship... that would make it possible to switch BOs now and then too without TOO much efford.
Man i must tell you i can't even begin to see any improvements in the game because i came back after a few months to give this game a chance to improve yet i can get over the fact they seem to have taken away something i enjoyed since i started. I love using my joystick/flightstick and voice command program for this game and i haven't even tested the voice command because i have been working none stop for a two days trying to figure out what did to TRIBBLE up the 3rd party joystick programs. Now if you are like me then you know they have no ideal what players won't nor are they even trying to figure out. I mean i seriously got all the 3rd party programs i used on this game before without a bit of success. Hell at the moment i am so thinking about trading this piece of TRIBBLE game because i don't see any improvements whatsoever besides fluff. SAD SAD SAD!
The whole traybar is one big mess, both in space and ground.
Ground;
The bar keeps reverting to a 1 line tray bar every time you respawn.
Space;
- The bars keep being filled up with TRIBBLE
- Old bridge officer ability locations are not properly being saved.
- Somehow the program code is messed up, moving row 3 sometimes affects row 1, etc etc etc.
Its one big programming junk, id suggest cryptic to take some good programmers and clean up the code.
My only problem seems to come when I don't have all of the weapons on the bar somewhere. If I had them, it seems to save just fine as long as I'm in the same ship. But if I forget even ONE cannon! My Breen Energy dissipator disappears every time I change zones.
This should have been implemented from day one, if it already hasn't. Kinda grinds my gears to spend extra time putting all my abilities back to where they once were.

All I know is, it didn't used to do that, after one of the updates a few months ago it started.

I don't think there has been any comment by the Devs, much like the BOff clone bug it seems to fall into the "too busy with F2P to be bothered so of we don't see it (officially) it doesn't exist" category.
Not a fix but there is a workaround for this .... well kinda.
What I did was but the distribute shield button in EVERY unused block in the toolbar for space and the riflebutt button for ground. To get every spot you have to show the 3 lines to get the 2 hidden spots you don't see when viewin the 2 bars.

how about implimenting an auto sort.
weapons all bind to row1
BO abilities - row 7,8,9
captain abilities - row 2
diplo - row 3
etc...
thats pretty much what i have to do every time i switch a ship.
if you have an ability NOT slotted, it will automatically fill into an enpty slot.
instead of deleting that slot, move it to an unused row... 5 6 7 8 whatever... it will not return by itself.
positions of BOff abilities ARE saved when you switch between shuttle + ship, but the BOffs are not saved, you have to go to your assignments tab and slot the correct BOffs, then the Power Bar abilities should return to the state they were in before.

Yep, that bug was introdiced with the styart of the Season 4 release on Tribble (way back in July 2011) - and I submitted a number of bug reports myself. Good to know they get read and acted on by Cryptic dilligently, eh? Oh, wait...
The bug described by Z3R0B4NG in regards to Boff station sorting is fixed, and should be in a patch sometime soon. Maybe as soon as next week.
Another issue that should be fixed very soon is that crew assignments will be stored per ship. This should alleviate some tray slotting issues that players are having, but not all.

I cannot slot any powers into my power tray. Very frustrating, I'm a key bind player and my power tray is completely key binded...now I can't use any of my powers because I can't slot them in the key bind!

Short answer: I don't have direct control over builds. But from a producer perspective, builds take many hours to prepare, and then hours of QA's time to test. The more we put in a build, the more likely it is that something goes wrong. The smaller we can keep patches, the more quality we can guarantee in each patch.

On what seems like a related note, I cannot click and drag Doffs int he doff UI either on the same toon. My other toon is fine, its just this one. Seems like the same bug across different things.

UI - Ground Toolbars do not persist location of Kit abilities and Devices.
Replication:
Open Two ground Toolbars.
Set First Toolbar to Row 1 and Second Toolbar to Row 3. (i.e. First Toolbar has shortcuts 1 to 0 and Second Toolbar has shortcuts Alt-1 to Alt-0)
KITS
Equip a Mk X Kit, or any Kit with four abilities.
Drag Kit abilities to positions Alt-1, Alt-2, Alt-3 and Alt-4 on second toolbar.
Equip a different Mk X Kit.
Abilities from new Kit will appear at random spots on first toolbar, and hidden on Toolbar Row 2, which is not visible. (shortcuts Ctrl-1 to Ctrl-0).
DEVICES
Equip Four Ground Devices.
Drag Device abilities from Character sheet to positions Alt-7,Alt-8,Alt-9,Alt-0 on second toolbar.
Equip a different Device by dragging it from toolbar into any character sheet slot.
Ability from new Device will appear at random spot on first toolbar, or will be hidden on Toolbar Row 2.
The Toolbar slot for the replaced Device ability will be blank.
EXPECTED BEHAVIOUR
It is expected that swapping a Device would replace the toolbar ability corresponding to the replaced Device.
Likewise, if a Kit is swapped; it is expected that the new Kit abilities would appear in the same toolbar slots as the replaced Kit abilities.

Yesterday I changes ONE bo GROUNDskill on ONE Bo.... and had to start rearranging everything.
