Let's be honest - Tier 1 ships are useless if we don't count their special consoles/weapons (NX, Connie, Oberth). What is more, their weapon loadout is poor and I don't think anyone would seriously consider PvP-ing with those (NERF/BUFF WAR YET AGAIN!!!11one).
That said, I think everyone agrees that flying those things - especially the Miranda - is really painful. It's that stage where "I just need a few more levels so I can get a ship that's actually useful and enjoyable".
Now, people who paid the subscription are naturally going to play and eventually get better ships. But as STO is going F2P, think of all the people who would launch the game and experience the low speed space combat with only three weapons. Obviously many will call that slow, boring and will leave prematurely.
I'm looking at some Spidermitch's Ship Charts and I see Miranda having Turn Rate of 11,4 deg/sec. The same goes with Connie, while NX and Oberth are slightly better (14 and 13 deg/sec respectively).
Now, I look at the Klingon Chart and I see BoP having 23deg/sec... Heck, even their Tier 2 ships have better turn rate than Feds do (Kling Cruiser - 13deg/sec, Fed Cruiser - 9deg/sec).
And turning is not fun. Not fun at all. So why not give those Tier 1 Fed ships a little buff so they handle a little bit better? Miranda is a small ship and we've seen in DS9 that they're quite agile (escorting the Defiant for example). Give it a slightly better turn rate so that these early levels of the game won't be so painful for newcomers. Such change wouldn't break the game in any way, but would surely make the beginnings at least slightly more enjoyable.
Think about it, for F2P-ers sake (and our new characters' too!)

I think what makes this painful isnt the turning rate on the Miranda, its the lack of Evasive Maneuvers at this level. This skill, plus higher tiered ships faster turning rates, and available console slots for turning mods, make this annoying for returning players. But most newbies I worked with havent complained about it. While training new players in my fleet, some actually told me it helps them not get lost in the controls while learning to turn their ship.
Still, this is just my suggestion and point of view. I think tweaking the turn rate just a bit wouldn't hurt.
