So I have encountered some strange Doff glitches that should be looked at, perhaps others have noticed them as well...
So first of all, my Klingon isn't getting any credit for his Maurading missions. My little progress bar above Maurading says (-1/0) and it appears full.
Second, I am still getting a lot of missions (good ones I WISH I could do...) that are MUCH higher level than I qualify for. For example, a mission that appears on my list that is blue quality, but you have to be lvl 42, and I am only 32.
Third, some of my missions says I have the appropriate requirements to do them, but I rarely have enough officers to do them. For example, a mission that requires 4 engineers, but I only have 2 available.
Finally, a distinctly LARGE percentage of the good missions I can get all require 'contraband' in both fed and klingon factions... but since the Doff system has been available for testing, I have gotten ONE... and it seemed by accident on a critical sucess.
I have yet to see ANY contraband items or missions... and when I say missions I mean missions that either award OR require contraband. I have run hundreds of doff missions and I didn't even know that contraband existed until I read it in your post.
The Marauder XP thing is a display bug, you are in fact earning Marauder XP, it's jsut displaying it wrong (or rather, not at all). I can confirm this as I leveled up my Marauder Level (and I've got the Ferengi DOFF to prove it) while showing 0/-1 Marauder XP in the commendations window.
Maybe it's just the breakneck pace you can accomplish if you actually do the storyline missions, but I've yet to encounter an assigment that I was to low level for.
For missions saying you meet the requirement when you don't, nearest I can tell is that the system considers equipped DOFFs to be available for missions. Which makes a certain amount of sense, you can pull them off thier ship duties and send them on an asignment whenever you want.
I haven't seen a large percentage of missions needing contraband, though they do seem to be some of the better missions. I have a suspicion that they're supposed to be set up as secondary rewards for critical successes. You get a critical success, if you're lucky you get some contraband, then you can do a really good assignment with it. Or it may just be the RNG of the Assignment system being fickle. I got my first prisoner (Klink or Fed) yesterday, after seeing mission after mission that I couldn't finish because I didn't have them (and I sent her on a good mission which should get me a blue quiality DOFF in return). I also have yet to see an Astrophysics Researcher, an Entertainer, or a Chef. Which has caused me to miss out on some very nice missions.

I have had several Astrophysics Researchers, Entertainers,Chefs and Bartenders plus a Blue/Rare Saurian Diplomat.
And I got a Crit. on the one Entertain a Diplomat Assignment I tried with them.
I can't remember the reward but it was substantial... (Blue and Purple do make a BIG Difference.)
But as of yet have not found a Prisoner.
I just got my first CONN Officer this evening... White/Common Female, but beggers can't be choosers.
Overall I've gotten 3 groups of contraband. Also one on Klingon side to sell the contraband to a rival house. (LOVING the negative impacts being honorable has on certain missions btw)
The Doff System isn't without a sense of irony it seems...
I have FOUR bartenders, TWO advisors, and TWO diplomats on my fed character.
Now compare that to my Klingon who has:
FOUR chefs, TWO entertainers, and a PURPLE bartender (The only purple I have...)
I realize Klingons are healthy eaters... but FOUR CHEFS?!?! Also apparently my ship should be renamed the "IKS Blockparty" due to the trend in duty officers I am receiving.
On the fed side, I don't have any entertainers or chefs to do the "Entertain foreign dignitaries" which is a mission I get EVERY DAY...
On the Klingon side, I get a bunch of 'Plant incriminating evidence in the house of so-and-so', and sell illegal goods, and construct an orbital weapons platform... all of them requiring CONTRABAND. LOL I swear that at least HALF my Klingon missions require contraband, but after a week of Klingon play I have ONE.
