I had a similar issue a long time ago with a Klingon TOON. The fix? Was never sent one by Cryptic, was forced to delete my character and start all over again. I waited 3+ months for a response to the ticket, got my fleet leader to send a ticket on my behalf. No response, zero, ziltch from Cryptic.
There is a difference with my issue, mine was saying something about it couldn't load a map (even in safe mode). So maybe there is hope for you.
If you have re-installed, updated drivers I doubt it is a client issue. Maybe you could try a completely different computer with a different configuration? Just to completely rule out the possibility.
Have you tried safe mode in STO? If you go into Options in the top right of the window in the game launcher, tick safe mode and then try the character does it still occur? It *SHOULD* from memory provide a more detailed explanation of what is going wrong in the log files.

Usually it is in:
C:\Users\Public\Games\Cryptic Studios\Star Trek Online\Live\logs\GameClient
It is named CrashLog the one you are looking for.
CrashLog i found in startrekonline/Beta/Logs/gameclient/crash
