Existing Klingons upgraded?

Has anyone heard anything about this? Since the announcement klingons in f2p build will be at level 21, will existing klingons get bumped up if they are lower when this hits? It if not at this rate it'll be better to delete any Lt Cmdr Klingons and remake them after F2p for the bump up to cmdr
