"Investigate Officer Reports" Mission

Did they change the minimum level for the "Investigate Officer Reports" mission (i.e., the daily wrapper mission for Foundry quests that rewards you for doing three Foundry quests)?

I've just started on Tribble last night. My character is Lieutenant 6. She can access the Foundry missions, but the "Investigate Officer Reports" mission isn't showing up as an available mission.

    Yeah they did on holodeck and tribble you have to be Lieutenant 10 now to use it.
