Doff Mission issue requiring item?

There one doff mission in sector space requiring an item named contraband? How in the heck do I get that one? Please explain.

    Other assignments, like inspecting freighters.

    I saw one's under the espionage & Military tiers in some sectors but did not have the right type of DOFF for those missions at the time
