DoFF Tutorial

We need a tutorial mission for DoFF's and I think a great idea would be to put that mission at the Academy.. we could call it Advanced Leadership training.... I think it would serve two important purposes... first and foremost give people a good overall understanding of the workings of duty officers... with the added bonus of giving higher level toons a reason to revisit a social zone.
