Exploration Dailies and Dilithium

I'm wondering how these work for Dilithium. I tried the DV cluster daily, and was going to move through all available cluster dailies so i could to test it, and didn't get any dilithium. Dropped the others like a bad habit.
Does it work by level? I'm Capt. 5 so am i too high to get any from lower clusters? Do i have to stick to the Cardassian exploration clusters at Captain rank? If i'm VA can i only get dilithium from the Borg one?
If someone could give a little more explanation as to how this works it would be appreciated. These are about the only things that don't bore me to tears, and will probably be the only way i grind dilithium.
