Duty Officer Assignments: Per Sector or Sector Block?

From what I remember reading in the various Dev Blogs and Duty Officer 101 thread, Duty Officer assignments were suppose to be different in every Sector, not just Sector Block, but I don't find this to be true.

When I fly around trying to find Duty Officer Assignments, every time I zone into a new Sector Block the assignment UI will due its little update thing and I'll have a new selection of Assignments to choose from, but this doesn't happen when I move from one Sector to another.

Is it suppose to behave this way or is it now working as intended?

    Currently, assignments update when you enter a new map (sector block or social zone). Long-term, we do intend for certain assignments to only appear in specific sectors and areas.

    How long term are we talking here? After f2p goes to holodeck?

    Just too many variables at the moment to say, unfortunately. It could come in before we go F2P, could be after.
