I kinda feel that having the devidian arc start as early as it does, being able to get all the cool leveled up gear from the devidians, and then going right back to lower XP and getting lowered gear doesn't feel right.

I don't have a problem with it, the problem is that the other missions don't give rewards fitting to one's level.
The meeting with B'vat also loses it's emotional connection too as where it's been positioned in the mission chain, you haven't met B'vat yet. When first released it was a bittersweet moment of facing off once again with your old foe, plus of course, the amused frustration at Drake's accidental incompetence managing to get you in to yet another unneeded fight.
I think what they're trying to do is present some of their best content early in the game to hook new players. I can understand why they're doing it. After all, you can't have any of the other FEs that early, realistically.
In blog 7 he mentions the breen set being at 48 which is FAR too late. Im more concerned about that than devidians being "too early"
I thought they'd originally said that the Breen series was happening after the you deal with the True Way/Dominion threat near DS9? It'd make more sense for it to take place then before you go off to Gamma Orionis.
But consider the larger picture. How are you going to gear up? You need those breen missions (which I'm sure is part of the reason for pushing them back) since you will no longer be getting geared with exploration.
