Renegade officers - where do you get them?

So I noticed a vendor in First City that allowed you get purchase DOFFS up to purple too, but they cost one renegade officer of a certain level. Where do you get renegade officers?

    At a guess, if those were federation looking Doffs, it's probably related to the KDF equivalent to Diplomacy.

    I think they become available when you complete each tier of diplomacy.
