Purple Doff with Exclusive Ability Reward

The dev post says we get a purple doff with exclusive ability for completing the Tier 3 accolade. Does that mean we get it for getting to tier 3, or when we complete tier 3 and get into tier 4?

Sorry if it's a dumb question, just want clarification. :)
