Patch Notes and New Builds - Directed at Devs

As a suggestion, to avoid a lot of the confusion we had the day the beta began, it would make more sense to post the patch notes not long after the maintenance time begins. For several hours, there were a ton of question, lots of mean forum posts, and tons of confusion because patch notes were not made available. This is a menial task, and easily handed off to an intern. Heck, just email the patch notes to me or one of the more prominent and trusted members of the forums, and we will make sure they get posted.
