found this information by chance - NOT HAPPY i have to play with default ui - update 4 is S$%^
Check if you Bound 'Left Click' to something. If you did you broke the Squad Command widget/UI.

If you don't have Left Click bound to something, you can:

1.Reset to Default and redo all your bindings except Left Click

    2.enter /bind_save_file <filename>
open up your Live sub folder of wherever STO is located
open <filename> with a text editor (notepad works)
look for the LeftClick "" and delete it and then save the file
    enter /bind_load_file <filename>

and that will restore Rally Point functionality

Had the bug for the first week and didn't realise it was just some garbage with the UI instead of an actual bug. Made a new character which didn't have the issue (and default keybinds) and more or less figured it out. I have filed a ticket for it but likely they haven't read it yet. I find it really sloppy coding practice to let a user break a UI element so easily and let them know it in one of the tickets.

Definately something to do with custom ui..reset and it works, but i can no longer select space to shoot and i am having to redefine my preffered custom movement with mouse, jusrt so i can have rally working

I know i am 'the' casual player of STO, but i have had nothing but bugs and missfiring specials and all round TRIBBLE time of it in ground combat since episode 4....

shame as i liked to play tacticly and now sto is just a kb masher game for me :(

To fix the Rally Point error:

I opened the DefaultGround.txt file with Notepad.
    I found these two lines:
    Leftclick "ExecuteAction 1"
    Leftdoubleclick "(null)"

I deleted these lines, but added this instead:
    Leftdoubleclick "ExecuteAction 1"

Then, in the game, on the GROUND, I did this:
    /unbind_all

Finally, in the game, on the GROUND, I did this:
    /bind_load_file DefaultGround.txt

    Now the Rally Point works.
If you need more information keep reading

    - - - - - - - - - - - - - - - - - - - - - -

On the ground, I save my ground keybinds in DefaultGround.txt
    /bind_save_file DefaultGround.txt

In Space, I save my space keybinds in DefaultSpace.txt
    /bind_save_file DefaultSpace.txt

These files can then be restored at any time, on the ground, or in space with either:
    /bind_load_file DefaultGround.txt
    Or
    /bind_load_file DefaultSpace.txt

On my computer, these files are saved in:
    C:/Users/Public/Games/Cryptic Studios/Star Trek Online/Live
