I cannot log in. it gives me "Account error, please click here for more information".
So I go ahead and try to create a trouble ticket. I can't create one in either chrome or IE. It says "You must supply a language". I don't even know what that means.
This is obviously frustrating. Someone from Cryptic, please help me or I'm going to expect a refund of my $15.

Uh Wishy, he's experienced the bug (that has been reported several times) in the ticket center where due to some browser or coding error, the forms do not render properly. The user never sees the drop-down menu categories (and indeed the default English doesn't even register internally in the script)
Thus he can't submit any sort of ticket, resulting in this thread.
For There-Are-4-Lights reference, this is what the ticket form should look like once you Log into the support page and click on "Get Help"
Note: Firefox 4.0.1, IE 9.0.8112.16XXX, and Chrome 12.0.742.100 are all working properly for me on Windows 7, so if your versions are significantly older, or you're using addons that disable some scripts (like say noscript) that might be your issue.
So then, before he can get help, he needs to try the following (starting with the first, and moving on to the next if that doesn't work):
1. Update your browser to the latest version.
2. Disable all addons in your browser.
3. Try a different browser. Firefox, then Chrome, then Opera
4. Scan your computer for virus or malware. I recommend Malwarebytes or SuperAntiSpyware.
I have the most recent version of Chrome as well. Refused to show up on IE8 as well. I won't download another browser. Gave up, and not being able to re-sub was actually a blessing, because my roomate was able to re-subscribe and we both agreed the game is still in poor shape. He goes to an explore mission and his crew falls through the world. So do the enemies. Still laggy. Pretty unbelievable this game isn't free yet.

How many missions did this happen on? Laggy? I've played lag free for a long time, ISP issue?

Force verify your files or reinstall
Check your firewall settings... I have a feeling you set a deny permission by mistake.
