hi there,
every time I engage from the patcher and the log in screen appears I get an adjustment popup screen that won't go away. I've adjusted it and pressed enter and it doesn't work, I've pressed, ESC and it doesn't work I even tabbed my way into logging in and then it still won't go away. what can I do to make the adjusting screen go away?

standard fix for launcher hiding problem. That is were the full launcher window to input your name and passowrd does not show but appears to be still running (on the taksbar or in the task manager)
Launch your Champions/star trek Online Launcher. It will do the whole sit there on taskbar and tray with nothing showing.
Open up task manager (right click on task bar, select Task manager, or press ctrl+alt+del and select Task manager).
In task manager, minimize and then maximize said champions/star trek online launcher program through task manager (right click on the champs/star online application in the taskbar list.)
I'm not having issues with the launcher. I'm having issues with the actual game with the log in screen. I think its the font size but I can't save the settings when I change the resolution size from 2 to 1. what do I do? I submitted a ticket and hope that I'm able to play soon.

From the launcher screen; click options and check 'safe mode' - log in; and DON'T mess with any display settings until you're actually in the game with a character, then hit <Esc>; select options, and start adjusting your video settings at that point, and see if that works.
'safe mode' sets all all game video setting to their absolute minimums so it won't look pretty, but it might get you into the game to the point you can experiment and see just how far you can up those settings.
(Also, a DXDiag from your system would be helpfull so we can see what hardware and video driver versions you have installed)
I think it might be the Game interface - I clicked options via the tab bar and I opened it up and I don't know what page it was on but the last bar ( I think its the game interface) the setting is at 2 - how do I reset this because I can't push enter or tab to work the accept or enter button.

I hate to tell you this, but your:
Mobile Intel(R) 4 Series Express Chipset Family
GPU chip probably can't run STO as it's equivilent to around an Nvidia GeForce 5200 to 5600. The "Intel HD Graphics" GPU listed in the FAQ as the minimum intel GPU is two generations newer than what you have.
