are you sure? a ping that high means it is literally taking almost 2 seconds for your data just to make it to the first stop in the connection and back. the times on your tracert are worse than dialup

I wonder what the first HOP is. Router or already ISP? Usually routers do not block ICMP 30. If the first HOP is router i would suggest to reset / reconf if possible or ..
PS: @ ranatalus. Times displayed in each traceroute HOP are not cumulative, they nearly represent ICMP 8 RTT of each HOP on relation to you.

because the STO has very little tolerence for latency satellite connections will always have problems and more than not will be unreliable . It is the natureof satellite connections and becuase of it they do heavy packet managment which will also affect the game packets.
got to play bout 15minutes. yes i know bot my satellite connection being unreliable. unrebliable is putting mildly at times. but i also forgot i had this issue bout this time last year.
For good connections, column 1 and 3 have values around 500 kb/sec (outgoing/incoming), column 2 has values around 20 kb/sec (transfer rate). If the values in these columns is less than what is expected you may have filtering or blocked ports either on your personal network or from your ISP.
values below 250 in column 1 and 3 and less than 14 in column 2 means you will like have problems with lag and disconnect
there should be no timeouts in the test
