Well I'm kinda torn, The Joker for his ingenius maniacal tom foolery and Doctor Doom for his megalomaniacal plans.
The thing with Doom, if he says he's going to do something like steal someones powers... overthrow a country... he'll do it he might not necessarily hold onto said powers but he sets a goal and achieves it.
The Joker ah the pranks the explosives the variants on pracitcal jokes taken to a new level, guarenteed to be so funny you'll die laughing.

After much thought I'd say Harley Quinn (From the Arkham Asylum Game). Now, if TNAwrestling's Daffney were to ever play a live action Harley...that would be so winning.

    I got several.

The DCAU Joker - voiced by Mark Hamill, he was simply AWESOME.

Then, there's the king: Megatron from the Beast Wars series. The Transformers' ultimate magnificent *******, manipulates his underlings and foes alike for his own purposes, sometimes to his own advantages. He is also the only Megatron to have ever come close to successfully killing Optimus Prime, in a bid to re-write time to the advantage of the Decepticons (and Predacons) (Prime, of course, gets better, but it takes some major intervention from the heroes to do so.) He is also the only Megatron to successfully take over Cybertron, and remain in control until the end of a series. And, as a bonus, he is also played brilliantly (and hammily ;) ) by the talented David Kaye (who is the only actor in Transformers history to play both Megatron and Optimus Prime).
